Job Overview
We have been mandated to headhunt a highly experienced Digital Transformation Manager to lead large-scale digital transformation projects for government entities across Qatar, UAE, and Saudi Arabia. The ideal candidate will have a proven track record in managing national-level digital initiatives, including strategy development, process automation, AI integration, and digital governance. This role requires deep expertise in working with government agencies in the region and fluency in local native language to effectively liaise with key stakeholders.


Key Responsibilities

  • Develop & Execute Digital Strategies: Design and implement comprehensive digital transformation roadmaps aligned with government objectives.
  • Government Stakeholder Management: Engage with senior government officials and regulatory bodies to drive digital initiatives.
  • Technology Implementation & Integration: Oversee deployment of emerging technologies such as AI, IoT, Blockchain, and cloud solutions.
  • Process Automation & Efficiency: Lead efforts to streamline operations and enhance digital service delivery.
  • Cybersecurity & Compliance: Ensure adherence to national and international regulatory frameworks and data protection laws.
  • AI & Data-Driven Decision Making: Implement AI-driven automation and analytics for improved public service efficiency.
  • Cross-Border Collaboration: Coordinate digital transformation efforts across Qatar, UAE, and Saudi Arabia in alignment with national policies.
  • Vendor & Partner Management: Oversee contracts with technology partners, ensuring optimal performance and delivery.
  • Digital Literacy & Training: Spearhead training programs to enhance digital adoption within government entities.

 
Required Qualifications & Experience
  • 12+ years of experience in Digital Transformation at a national or large enterprise level.
  • Proven experience in managing government projects in Qatar, UAE, or Saudi Arabia.
  • Deep understanding of Smart Government frameworks, e-Government strategies, and regulatory environments in the GCC region.
  • Expertise in AI, Blockchain, Cloud Computing, Data Governance, Cybersecurity, and IoT applications.
  • Experience in managing end-to-end digital service transformation, automation, and citizen experience enhancements.
  • Strong leadership, stakeholder engagement, and strategic planning abilities.
  • Fluency in Local Native Language (mandatory) and English
  • Master’s degree in Digital Transformation, Computer Science, IT, or a related field (PhD may be preferred, but not mandatory).
  • Certifications in ITIL, PMP, TOGAF, Agile, or other relevant frameworks are a plus.

 
Selection Process

Human Review & Shortlisting
Shortlisted profiles undergo human evaluation for in-depth assessment.
The most suitable candidates will be contacted for further discussions regarding their past experience.

Client Review & Shortlisting
Validated candidate profiles will be shared with the client.
The client will conduct a 3-week review period and shortlist candidates for further processing.

Final Selection Process (4 Weeks)
Shortlisted candidates will undergo technical interviews, leadership assessments, and final discussions with government representatives.

Onboarding & Deployment (2-6 Weeks)
Upon selection, onboarding will take 2 to 6 weeks, depending on the candidate’s location and logistical arrangements in Qatar, UAE, or Saudi Arabia.
