Requirements
- University degree (e.g., Business Informatics, Business/Economics, Public Administration, Social or Humanities) or comparable qualification with demonstrable IT and project management experience.
- Several years of experience in consulting or leading IT/digitization projects in the public sector, preferably with budgets over €500,000, multiple subprojects, and complex stakeholder structures.
- Proficiency in matrix organizations and in managing external partners.
- Project management certifications (e.g., PRINCE2 Practitioner, IPMA Level C/B, PMI PMP/PgMP).
- Proven experience in hybrid project management: combining traditional and agile approaches including artifact mapping (e.g., Risk/Issue Logs ↔ Impediment Logs) and synchronization of sprint and reporting cycles.
- Knowledge of IT service processes (ITIL 4), enterprise architecture frameworks (e.g., TOGAF), and operational readiness (e.g., RACI matrices).
- Familiarity with IT organizations, infrastructure and application landscapes, identity & access management, security, and data protection.
- Experience with migration or operational projects and the ability to translate technical concepts into actionable plans.
- Strong communication, moderation, and conflict resolution skills.
- Confident stakeholder management up to executive level.
- High degree of personal responsibility, structured work style, decisiveness, empathy, and tact in the government environment.
- Fluent German, strong English skills are an advantage. Willingness to travel within Germany, including attending internal events and client visits.
