• Proposal support: Contributing to public tenders (scope descriptions, quantity estimates, evaluation criteria) and supporting presales workshops.
• Flexible working: Working from the systems house offices, on-site at the client, or remotely — depending on the project situation with a focus on effectiveness and team cohesion.
• Role variety: Depending on the project context, you will take on advisory or leadership roles — from strategy development to operational implementation.

Requirements

  • University degree (e.g., Business Informatics, Business/Economics, Public Administration, Social or Humanities) or comparable qualification with demonstrable IT and project management experience.
  • Several years of experience in consulting or leading IT/digitization projects in the public sector, preferably with budgets over €500,000, multiple subprojects, and complex stakeholder structures.
  • Proficiency in matrix organizations and in managing external partners.
  • Project management certifications (e.g., PRINCE2 Practitioner, IPMA Level C/B, PMI PMP/PgMP).
  • Proven experience in hybrid project management: combining traditional and agile approaches including artifact mapping (e.g., Risk/Issue Logs ↔ Impediment Logs) and synchronization of sprint and reporting cycles.
  • Knowledge of IT service processes (ITIL 4), enterprise architecture frameworks (e.g., TOGAF), and operational readiness (e.g., RACI matrices).
  • Familiarity with IT organizations, infrastructure and application landscapes, identity & access management, security, and data protection.
  • Experience with migration or operational projects and the ability to translate technical concepts into actionable plans.
  • Strong communication, moderation, and conflict resolution skills.
  • Confident stakeholder management up to executive level.
  • High degree of personal responsibility, structured work style, decisiveness, empathy, and tact in the government environment.
  • Fluent German, strong English skills are an advantage. Willingness to travel within Germany, including attending internal events and client visits.
