Role Overview

The ICT Senior Manager will play a pivotal role in overseeing the development and implementation of ICT governance frameworks, data management practices, and digital transformation initiatives. This role ensures ICT resources are effectively governed, data remains secure and compliant, and digital solutions such as Microsoft Power Platform drive innovation and efficiency. The position supports strategic objectives by enhancing operational performance, enabling data-driven decision-making, and maintaining high standards of compliance and transparency.

Key Responsibilities

  • ICT Governance and Policy Development: Develop and implement ICT governance frameworks (e.g., COBIT, ITIL) to optimise IT service delivery and align with organisational goals.
  • Policy Management: Draft, implement, and manage IT policies to promote security, compliance, and efficiency in IT operations and data handling.
  • Regulatory Compliance: Ensure adherence to relevant standards, regulations (e.g., GDPR), and organisational policies, conducting regular risk assessments and mitigation planning.
  • Change Management: Oversee IT change processes, ensuring updates and new systems are effectively tested, documented, and implemented.
  • Data Governance: Develop policies to secure, manage, and ensure the accuracy and compliance of collected and processed data.
  • Data Integration: Oversee the integration of data sources across systems, including the Microsoft Power Platform, to create a cohesive data environment.
  • Digital Transformation: Lead the adoption of Microsoft Power Platform tools to optimise workflows, enhance data usage, and support the organisations digital transformation efforts.
  • Stakeholder Collaboration: Engage with internal and external stakeholders to promote data-driven decision-making and ensure compliance with governance policies.
  • Team Leadership: Mentor and guide IT team members on best practices in ICT governance and data management.

Qualifications, Skills, and Attributes

  • Education: A Bachelor's degree (MQF Level 6) or higher in Information Technology, Computer Science, or a related field. Equivalent experience may be considered.
  • Experience: Minimum of five years in ICT governance, data management, and/or digital transformation. Certifications in IT governance (e.g., COBIT, ITIL) are advantageous.
  • Language Skills: Excellent command of English is required. Proficiency in Maltese is considered an asset.
  • Technical Skills: Proficient in Microsoft Power Platform (PowerApps, Power Automate, Power BI). Thorough understanding of IT governance frameworks, data privacy regulations (e.g., GDPR), and data security.
  • Communication Skills: Strong ability to liaise with stakeholders and deliver clear, actionable insights.
  • Interpersonal Skills: Skilled in mentoring and fostering collaborative relationships.
  • Problem-Solving: Adept at identifying vulnerabilities, assessing risks, and developing mitigation strategies.
  • Organisation: Strong ability to manage multiple priorities effectively.
  • Self-Motivation: Proactive and results-oriented with a commitment to continuous improvement.
