We’re looking for an exceptional, service-driven leader who is skilled in managing public infrastructure design and construction, experienced in private development review and floodplain management, and strong in supervising and developing high-performing engineering staff. 

Grapevine, Texas, is a dynamic, historic, and highly desirable community known for its award-winning quality of life, vibrant tourism industry, and strong sense of place. With a charming historic downtown, family-friendly neighborhoods, and a unique blend of tradition and innovation, Grapevine offers something for everyone.

The Public Works Department provides safe and efficient public infrastructure, manages development review, oversees capital projects, and supports environmental and traffic operations. The Engineering Division supports private development, CIP project delivery, utility coordination, inspection services, and floodplain management. Reporting to the Deputy Director of Public Works, the Engineering Manager will lead and manage complex CIP projects from planning through construction; oversee private development design review, plan approval, and inspection; serve as the City’s primary liaison to developers and utility agencies; supervise and develop engineering staff; and ensure compliance with City codes, master plans, and state and federal regulations. The ideal candidate will have extensive experience in public works engineering, capital project delivery, and private development oversight. 

Required qualifications for this position include:
• Bachelor’s degree in Civil Engineering
• Considerable knowledge of City codes and state and federal guidelines
• Seven years of experience in the design of public works projects, including supervisory and project management experience
• Texas Professional Engineer (PE) license or the ability to become licensed in Texas if hired
• Certified Floodplain Manager (within one year of hiring)

Preferred qualifications include:
• Specific knowledge and experience in technical design and construction of public works projects including wastewater/water, streets, drainage water and wastewater plant process, and traffic signals preferred
• Familiarity with GIS platforms, project management systems, impact fee programs, and asset management
• Experience navigating state and federal regulatory requirements
• Advanced degrees or specialized certifications

The salary range for this position is $115,216.40 – $172,824.60 DOE/DOQ.
