Summary -- Contract Specialist
PACO Group is seeking a Contract Specialist to join our team supporting construction management operations for the PANYNJ-New York and New Jersey Marine Terminals. This role involves performing a variety of contract administration duties, requiring independent analysis, sound judgment, and a thorough knowledge of construction-related procedures.

Responsibilities

The Contract Specialist will provide direct support to the Engineer of Construction by:

  • Reviewing and administering contract documents.
  • Preparing and reviewing payment applications, change orders, and contractor billings.
  • Conducting desk audits to ensure compliance and accuracy.
  • Reviewing monthly reports and financial logs, ensuring all required contractor documentation is complete.
  • Monitoring contracts, MWBE reporting, and certified payroll submissions.
  • Preparing meeting minutes, general correspondence, and scheduling/organizing meetings.
  • Updating databases, records, and filing systems.
  • Communicating with contractors and project stakeholders via phone, email, and meetings.
  • Assisting with SharePoint/OneDrive document management and other project administration tasks.

 

Qualifications

  • Education: Associate’s Degree in Business (required); Bachelor’s Degree in Engineering preferred.
  • Minimum of 5 years in office engineering, construction administration, and/or construction management, with significant experience in contract administration.
  • Valid Driver’s License required.
  • Ability to pass a SWAC High-Level Background Check.

 

Skills & Competencies

  • Strong oral and written communication skills, including professional correspondence and presentations.
  • Proficiency with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint), SharePoint, OneDrive, and MS Teams.
  • Strong organizational skills with the ability to manage records, databases, and reporting systems.
  • Detail-oriented, with proven ability to track multiple tasks and meet deadlines.
  • Ability to work both independently and collaboratively in a fast-paced construction environment.
  • Familiarity with reviewing and processing extra work documents, including change orders.
  • Knowledge of working with public agencies such as the Port Authority of NY & NJ (preferred).
