Position Title Assistant Vice President of Finance
Job Description
The Assistant Vice President of Finance (AVP) is a role that requires a creative, strategic, and analytical leader. The AVP plays a critical role in shaping the University’s future in strategic financial management with financial planning and analysis (FP&A) to ensure strong fiscal stewardship, compliance with regulatory and accreditation standards. S/he will possess the ability to develop a dynamic and data-informed vision for the financial services including accounting, budgeting, forecasting, performance management, risk management, and student accounts, as well as overall financial health of the University. The AVP must possess expert knowledge of accounting principles, focus on strategic planning, regulatory compliance, and develop future financial strategies with the Vice President.

ESSENTIAL DUTIES:
  • Provide strong leadership and management to supervisory responsibilities listed above.
  • Develop and implement a strategic financial plan that aligns financial initiatives with the goals of the University; analyzes plans, forecasts, budgets, models and scenario plans of initiatives.
  • Serve as a key advisor to senior leadership on financial planning, budgeting and policy development.
  • Identifies methods and strategies to improve the University’s net financial position (financial performance), via diversified revenue generation and expense management
  • Present data for informed decision making and process effectiveness; develop efficient standard operating procedures; Identify, measure and monitor financial risks and communicate overall financial health
  • Advise on financial analyses and decision-making regarding capital investment, pricing, contract negotiations, significant costs, benchmarks and other matters with the vice president.
  • Act as treasury manager, ensuring the University’s financial stability and aligning treasury activities with overall objectives.
  • Works collaboratively with the Budget Director and senior leaders to plan, prioritize, and deliver achievable projects and programs that advance the University’s long-term vision.
  • Works collaboratively with the Missouri Western State University Foundation staff, grant and program sponsors, and other financial partners to ensure University assets and investments are prudently administered and compliant with all requirements.
  • Works collaboratively with the Controller and Director of Financial Aid to complete the annual Compliance Audit; develop the audited annual financial statements
  • Works collaboratively with Student Accounts to ensure accurate billing tables and invoices are presented to students; timely repayment of student debts; and demonstrate a positive student experience.
  • Oversee the hiring and evaluation of professional and non-professional staff, and provide opportunities for the development of professionals in the division for personnel sustainability and growth.
  • Responsible for divisions budget management, oversight, and resource allocations.
  • Supervises employees and serves on committees as appropriate for institutional needs.
  • Other duties and special projects as assigned.

Knowledge, Skills and Abilities:
  • Extensive knowledge of GAAP, fund accounting, and financial reporting standards in higher education or nonprofit settings
  • Familiarity with federal regulations such as Uniform Guidance (2 CFR Part 200)
  • Knowledge of workings of university structure, academic programs, policies and procedures
  • Leadership, supervision, planning and organization skills including team building, strategic planning, and continuous quality improvement
  • Effective written and oral communication skills; ability to communicate complex ideas clearly, concisely, and persuasively
  • Ability to work effectively with diverse constituencies across the University and the community
  • Ability to operate independently and collaboratively with a diverse group of internal and external stakeholders
  • Strong time management skills; ability to handle multiple tasks with accuracy while adhering to tight deadlines
  • Proficiency with Microsoft Office software (Word, Powerpoint, Excel, Access, and Outlook) and ability to operate other web-based platforms.
Required Qualifications
  • Master’s degree in any financial discipline such as accounting, economics, finance, or related field
  • Ten (10) years of progressive accounting experience or higher education management experience
  • Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • Valid Driver’s License
Preferred Qualifications
  • Certified Management Accountant (CMA) or Certified Public Accountant (CPA)
  • Five (5) years of experience working with higher education accounting standards (GASB) and fund accounting
  • Ellucian Banner experience
Physical Demands
Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
