BlueHalo, an AV company, is seeking a Senior Program Manager to lead execution within our Kinetic Effectors Division, supporting the development and production of advanced missile systems and rapid prototyping programs. This role is responsible for managing the cost, schedule, and technical performance of a portfolio that includes prototype and accelerated acquisition programs.

The ideal candidate is a proven leader with experience operating in fast-paced, agile environments—balancing disciplined program execution with the innovation and urgency required by rapid development and fielding initiatives.

Essential Functions

Program Leadership & Execution

  • Lead program execution aligned with contract requirements, company policies, and agile development processes

  • Own and drive achievement of cost, schedule, and performance objectives

  • Promote an inclusive, mission-driven team culture

Portfolio & Risk Management

  • Oversee performance across a dynamic portfolio of development and transition-to-production programs

  • Identify and manage technical and programmatic risks

  • Leverage opportunities to improve performance and accelerate delivery

Financial & Resource Oversight

  • Manage budgets, forecasts, and Earned Value Management (EVM) performance

  • Ensure programs are resourced appropriately by collaborating with Engineering, Operations, and Quality

  • Mentor and support the growth of Program Office staff

Customer & Stakeholder Engagement

  • Serve as the primary interface with customers, subcontractors, and executive leadership

  • Lead recurring customer reviews and status briefings

  • Ensure open and proactive stakeholder communication

Reporting & Continuous Improvement

  • Provide timely, accurate reporting on program status and portfolio performance

  • Conduct post-program reviews and integrate lessons learned into future efforts

Required Qualifications

Education & Experience

  • Bachelor’s degree in Engineering, Business, or related field and 15+ years of relevant DoD program management experience, or

  • Graduate degree and 13+ years of relevant experience, or

  • In lieu of a degree, 19+ years of progressively responsible DoD program experience

Technical & Program Management Expertise

  • 10+ years managing cost, schedule, and technical performance using formal program controls

  • Strong background in financial management and integrated master planning/scheduling

  • 5+ years of leadership experience including team development

  • 5+ years of Earned Value Management (EVM) experience

Security Clearance

  • Active U.S. Secret Security Clearance required at time of hire

Preferred Qualifications

  • Experience leading missile, munition, or kinetic interceptor development programs

  • Familiarity with rapid prototyping or urgent capability acquisition initiatives

  • Prior business development experience including proposal capture and customer engagement

  • PMP or DAU Level III Program Management certification

  • Proficiency in Microsoft Project, Excel, and program management tools

  • Strong communication and interpersonal skills with experience briefing senior stakeholders

  • Proven success in building and leading high-performance, cross-functional teams
