Position Summary:

Rutgers, The State University of New Jersey, is seeking a Senior Investigator withing the Office of Employment Equity. Reporting to the Associate Director of the Office of Employment Equity ( OEE ), the Senior Specialist ensures investigations are thorough, impartial, and timely. This role includes preparing detailed investigative reports, managing employee relations issues during investigations, and implementing supportive measures throughout the investigative process. Additionally, collaborating with campus partners to support prevention, education, and policy development.

Among the key duties of this position are the following:
  • Serves as a lead professional responsible for independently managing and conducting highly complex and sensitive investigations into complaints of discrimination, harassment, retaliation, and related matters, in accordance with university policies and federal/state civil rights laws (e.g., Title VI, Title VII, Title IX, ADA).
  • Provides guidance to junior Investigation Specialists and develops and delivers training to educate the university community on relevant policies, laws, regulations, and reporting obligations. As the legal landscape evolves—particularly regarding Title IX and Title VI—the Senior Specialist is expected to stay current on emerging legal and regulatory changes and assist the Associate Director and Director in monitoring and responding to such changes.
  • Evaluates complex allegations of discrimination, harassment, and retaliation, often involving nuanced interpersonal dynamics and legal and policy interpretations.
  • Determines investigative scope and strategy, including identifying key witnesses, selecting appropriate evidence, and assessing credibility—all without supervisory oversight.
  • Makes policy-based determinations that directly impact individuals and departments, requiring careful analysis of facts, legal standards, and university procedures.
  • Represents the university in grievance hearings and arbitrations, where decisions and recommendations may have legal, reputational, and financial implications.
  • Develops and delivers training that shapes institutional understanding of civil rights obligations, requiring judgment about content, tone, and legal accuracy.

Minimum Education and Experience:

  • A bachelor's degree or an equivalent combination of education and/or experience
  • A minimum of five (5) years of professional experience conducting investigations related to unlawful discrimination, harassment, and retaliation.
