This position has key responsibilities for maintaining operational compliance and system performance for Deschutes County’s Knott Landfill and other solid waste management transfer facilities. You will be an adept manager of staff in addition to being conscious of the needs and expectations of our facilities customers. You will have opportunities to implement challenging and innovative programs and projects to advance solid waste management and waste reduction programs for Deschutes County, and to contribute to what is considered one of the best landfill operations in the State of Oregon.
Key Responsibilities:
- Manages operational programs and facilities; determines staffing requirements, assures effectiveness of plans and procedures, effective use of County resources, and compliance with all applicable regulatory requirements.
- Manages staff; prioritizes and assigns tasks and projects; instructs and trains staff, monitors work, develops staff skills, and evaluates performance; analyzes workload trends and develops staffing and assignment adjustments; ensures these function within all regulatory requirements and collective bargaining agreements.
- Manages operations and maintenance projects, maintenance activities, and project budgets to maximize utilization of work force, resources and equipment; inspects maintenance projects to assure work quality, and effective use of resources; assures that jobsites and work zones comply with laws, regulations, and safety standards; assures that projects are completed to meet DSW goals and standards
- Coordinates and manages equipment replacement and maintenance plans; develops and manages emergency response plans, and special event plans.
- Collects operational and administrative information, and compiles data for reports; analyzes and reports operational statistics; prepares status reports, and assures effective communication of DSW operational and technical issues; assures all operational, legal, technical, and financial issues are properly addressed and resolved; interprets and explains federal and state rules and regulations.
- Conducts long-range operational planning activities to support the Department’s Strategic Plan.
- Participates as an essential member of the Department’s Leadership Team in support of the sound operation of an effective and efficient organization, and the integration and complementary programs and support functions.
- Coordinates DSW projects and operational issues with other County Departments.
- Performs other duties as business needs necessitate.
Associate's degree in Engineering, Business or Public Administration; AND five (5) years of landfill operations and project management in the public sector, including managerial experience; OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the essential functions of the job.
