Reports to:  Chief Executive Officer

Job Status:  Full-time, Exempt                                             

Salary:  $80k-100k

Schedule:  8-5 Monday - Friday (In-Office)                  

Location:  Hampton Roads/Tidewater, VA

General Description:  Under limited supervision, this position is responsible for the development, leadership, supervision, and oversight of the Accounting Department and Patient Financial Services. 

Essential Functions:

  •  Provides strategic, operational, and financial analysis and guidance for the Accounting/Finance department.
  • Work on the monthly closing of the books and prepare the financial statements for presentation.
  • Prepares the operational budget and other budgets associated with the operations of the Health Center. Track monthly actual results to budgeted reports and brief the CEO each month. 
  • Meets with providers and explain their productivity numbers and work with them to ensure their productivity goals are met.
  • Leads the development of organization-wide financial performance policies, processes, and controls.
  • Provides ongoing accounting and organizational leadership to include day-to-day direction and management to ensure the organization is structured efficiently and mirrors the mission and core values. 
  • Provides oversight for the department of Patient Financial Services to include all functions of the organization’s billing and revenue cycle to maximize cash flow while maintaining an improving internal and external patient relations.
  • Responsible for the timely preparation of various grants management reports, quarterly and annual Medicare cost reports, and quarterly and annual Uniform Data Systems (UDS) report.
  • Establishes, implements, and evaluates internal systems to effectively meet operating goals and objectives.
  • Develops and evaluates policies and procedures to effectively carry out departmental operations. 
  • Promotes staff collaboration, innovation and critical thinking in developing solutions and approaches to departmental concerns.
  • Responsible for effective employee relations, staff development and the administration of organization policies and procedures. 
  • Assists the CEO in the functionality and aspects of Finance and ethical practices.
  • Performs other duties as assigned.

Education and Experience: 

  • Bachelor’s degree in business administration: Accounting/Finance or related field with course work equivalent to a major concentration in accounting.  Must have taken intermediate Accounting.
  • 7 years of progressively responsible experience in accounting, finance or a related field. 
  • 3 – 5 years of supervisory experience in healthcare Auditing or Accounting, or an equivalent combination of education and experience.
  • Advanced degree and/or Certified Public Accountant (CPA) is desirable.

Knowledge and Skills:

Finance

  • Comprehensive knowledge of general accounting and governmental accounting principles, methods, and practices.
  • Knowledge of Federal, State and Local laws and regulations governing the receipt, custody, and expenditure of public funds.
  • Excel Knowledge is a must.

Customer Service

  • Knowledge of leadership techniques, principles, and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff. 
  • Thorough knowledge of principles and processes for providing customer services. 
  • Setting and meeting quality standards for services, and evaluation of customer satisfaction.

Performance Management 

  • Thorough knowledge of current trends and practices related to the use of technology in Accounting, Patient Financial Services and Revenue Cycle Management activities.
  • Monitoring/Assessing performance of employees within the organization to make improvements or take corrective action.
  • Motivating, developing, teaching, and directing employees as they work; identifying the best people for the job.

  • Utilizing logic and reasoning to understand, analyze, and evaluate complex situations.
  • Research information to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to applicable scenarios.
  • Applies general guidelines to specific challenges to produce accurate and considerate solutions.

  • Evaluating the best research methods as it pertains to finance and exercising appropriate judgment in establishing priorities and resolving complex matters.
  • Reviewing relative costs and benefits of potential actions to choose the most appropriate one.

  • Shares knowledge with supervisors and staff for mutual and departmental benefit.
  • Develops and maintains cooperative and professional relationships with employees, managers in other departments, representatives from organizations, and patients.

  • Ability to establish and implement effective administrative and management programs and procedures. 
  • Plan and organize daily work routine.
  • Establishes priorities for the completion of work in accordance with sound time-management methodology, avoiding duplication of effort.
  • Estimates expected time of completion of elements of work and establishes a personal schedule accordingly.
  • Attends meetings, planning sessions and discussion.
  • Implements work initiatives and processes in accordance with priorities and estimated schedules.
  • Ability to evaluate plan alternatives in relation to trends, costs, and social pressures and needs.

Communication

  • Effectively communicate complex ideas and proposals to include preparation of reports, agendas, and policies.
  • Excellent ability to listen and understand information and ideas presented verbally or in writing. 

Accounting and Budgeting

  • Ability to perform arithmetic, algebraic, and statistical applications. 
  • Retain economic and accounting principles and practices in the analysis and reporting of financial data.
  • Analyze and evaluate complex financial data, internal controls and operational systems and procedures. 

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.

  • Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally. 
  • Essential functions are regularly performed without exposure to adverse environmental conditions.
